The answer is: Yes
Made a speedtest and used the nearest location to ping from Boracay Island, see image below.
The download is about 20mbps download and 3.85 Upload via Smart 4G/LTE mobile hotspot. I was pretty much got suprised as well! Probably due to the recent ASEAN visit held in Boracay where telco needed to install and boost up their capacity last 2016.

Going to Boracay
Booking your Boracay travel flights domestically (Philippine leg) may mean extra savings. Always check and compare flight prices to get the cheapest flights to Boracay.
Below are domestic airlines serving Caticlan* and Kalibo.
*Flying in via Caticlan (MPH) airport is the fastest way to get to Boracay Island. Kalibo (KLO) airport, on the other hand, is 2 hours away but more cheap flights are available. As of November 18, 2016, Caticlan (Boracay) airport now accepts bigger planes due to its runway upgrade. Soon, you can fly direct to Caticlan and be in Boracay in no time. We’ll keep you posted.
Currently, starting November 18, 2016, Caticlan (Boracay) airport now accepts larger planes due to its upgraded runway. Philippine Airlines’ Airbus A320 now flies from Manila to Caticlan and starting Dec. 16, 2016, daily flights to Caticlan from Cebu and Clark.
New Terminal is underway to accommodate more passengers going to the Island so expect longer bus transfers and waiting time are possible during this development this year 2017.

Diving and snorkeling Boracay is a great destination just to relax on the beach or get a relaxing massage at one of the many places directly on the beach or in one of the massage SPA.
If you are up for partying, you are also at the right place as Boracay is probably the most visited, and in the high season the most crowded place on the Philippines (#LA Boracay). Also choices regarding food or nightlife are widespread
If you are into wind- or kite surfing “Bulabong beach” (at the opposite of white beach) might be your preferred destination.
If you are worried about Food, don’t be! There’s even Starbucks, Mcdonals, Shakeys, Army Navy, Yellow Cab just to name a few well-know fast foods around the world. If you’re a picky on the menu choices, never worry again coz the island is full variety of menus from a mexican taste, Japanese, Korean, Halal, chinese and ofcourse Filipino dishes which you must try.
Bans Beach has no Breakfast! And its okay. Why? coz you can easily find and choose the breakfast you want unlike any other Hotels which will serve you Fixed Menu or buffet dishes that doest really spice up your tongue anyway. So, its best that you get out, walk around in fact just at the corner of Bans Beach is the Bamboo Lounge which serves fantastic, mouth watering dishes at a cheap cost…really!
